Only out of pocket expenses count in determining the cost-effectiveness of mass transit versus the automobile, because the indirect and "hidden" costs are still there whatever mode of transport you use. The FAST Act relies on a variety of one-time cost savings and non-transportation resources to supplement incoming trust fund revenue to support its investment levels over the next five years. In 2013, the latest data available, the FHWA found that 161,971 miles, or 16.1 percent, were in poor or mediocre condition and needed repaving or even more substantive repairs.

Brandeis University is on the Fitchburg line. Most TMAs served employment centers, usually in the suburbs, while others focused on downtown centers, and still others were regional in scope. Legislation in the late 1970s elevated the role of transit by addressing it with highway funding, recognizing public transportation as an important part of America’s overall mobility. Surface Transportation Assistance Act of 1978 The Surface Transportation Assistance Act of 1978 was the first act that combined highway, public transportation and highway safety authorizations in one piece of legislation.
